The best fix is to drop / move staff onto the desired location or hire new staff, dropping them on the 'new path.' As others have suggested it is a pathing problem: I've lsited a lot of things that trigger it. It can be super finicky and I find there are a lot of errors like this one (i.e., guests not walking from one type of path pattern to another, etc.) This is definitely an issue with paths & habitat fences, but staff paths in particular.
